The government has announced a renewed programme under which all Senior Six vacists across Uganda will undergo patriotism and ideological training at the National Leadership Institute (NALI), Kyankwanzi.
The programme is expected to begin this year, with National Secretariat for Patriotism Corps (NSPC) Commissioner Hellen Seku revealing that the vacists will spend approximately six months at the institute. She said the plan had been agreed upon with President Yoweri Museveni.
According to the NSPC, the programme is intended to promote discipline, patriotism, national identity and responsibility among young people.
The training at Kyankwanzi is expected to include ideological and patriotism sessions, drills, parades, Uganda’s political history, national identity, Pan-Africanism, citizenship, integrity, entrepreneurship and other areas of civic education.
The announcement has, however, sparked mixed reactions among Ugandans online, with questions being raised about how the programme will be implemented across the country and how thousands of Senior Six school leavers will be accommodated and coordinated at NALI.

The government has yet to provide full details on the implementation schedule, including the exact reporting dates, how the large number of vacists will be organised into cohorts and whether participation will be mandatory for every Senior Six leaver.
The programme represents expansion of the government’s patriotism and ideological training initiatives, which have previously been conducted at Kyankwanzi for students, security officers and other groups.
